This request is in reference to previous information released regarding Delta Innovation Limited and Dr Steve Webster.

Of the numerous contracts awarded to Delta Innovation Limited and / or Dr Steve Webster how many have been won following a competitive process? if any, please provide evidence.

Response

None of the contracts awarded to Delta-Innovation Ltd / Dr Steve Webster (“Delta”) were competitively tendered. However, only three of those contracts have totalled more than £25,000, which is the amount that would have triggered the need for contracts to be tendered in accordance with previous Government of Jersey (GOJ) Financial Directions.

Marine Resources Strategy Contract 2011

The Marine Resources Strategy was initially delivered for £24,850 which fell within the tender threshold. However, in late 2012 Delta conducted an additional review and revision to the strategy, which cost a further £3,162.50, taking the total value to £28,012.50.

Consultancy and Advice in Brexit Impacts and Amelioration Contracts 2018 and 2019

Delta were engaged to undertake ‘Consultancy and Advice in Brexit Impacts and Amelioration’ commencing in September 2018 for an initial four month period, with a further 12 month contract was awarded in 2019.

In both these cases the tendering process was not completed as the essential technical Brexit advice was deemed to be of such an urgent nature that any delay would place unacceptable risks and potential adverse political, financial and reputational consequences on the Island.
