Do you have a Blood Glucose test strip rebate scheme in place?
If yes, for each of the manufacturers currently part of the Blood Glucose Test Strip rebate scheme, please provide the following information;
• The name of the manufacturer
• The name of the Blood Glucose test strip
• The start date of the rebate scheme
• The end date of the rebate scheme (where applicable)
• Is the rebate scheme based on an agreed volume?
• Is the rebate scheme based on the percentage of blood glucose test strips prescribed?
• Is there any other condition to the rebate scheme?

Once a Blood Glucose Formulary is published, how does your Health Board ensure the formulary is adhered to?

A
The Government of Jersey have in place a Pharmacy based service where blood glucose strips and other supplies are issued free of charge to eligible residents. The following blood glucose machines are currently  included in the scheme:

• WaveSense JAZZ
• Contour Next
• Contour
• Freestyle Optium
• Freestyle Libre

The following blood glucose test strips are distributed to be used in conjunction with these machines:

• WaveSense JAZZ test strip
• Contour NEXT test strip
• Contour blood glucose test strip
• Freestyle Optium blood glucose test strip

The scheme was initiated on 20 November 2019 and no end date has been scheduled. The amount of items distributed to individuals is based on a clinicians referral; no prescriptions are required. Pharmacies are remunerated according to the terms of the contract which recognizes not only the distribution of supplies, but professional services including advice and medicines use review. 

Individuals diagnosed with diabetes are eligible for the scheme according to a criteria which considers clinical advice regarding the need to test glucose levels. Further information about the scheme is available here:

Under contract terms agreed with pharmacy, payment is only made for items which are in the approved service catalogue list (in respect of meters and glucose strips, these are listed above). The PharmOutcomes administration system is used to record the type and number of items distributed and those which are not in the service catalogue cannot be recorded on the system.

General Practice, Pharmacy and the Specialist Diabetes Centre are co-ordinated regarding the testing machines and supplies which are distributed by the service.
