The Competent Authority Ministers (“CA Ministers”) are established under the Emergency Powers and Planning (Jersey) Law 1990. The Law and further information are available on the emergency response pages:

Currently, the CA Ministers are Chief Minister (Chair); Minister for External Relations; Minister for Economic Development, Tourism, Sport and Culture; Minister for Infrastructure; Minster for Home Affairs; and Minister for Health and Social Services. The Treasury and Resources Minister and Minister for Education are included in invites to CA meetings and circulations given the importance of their portfolios to events around Covid-19.

A new Emergency Measures Plan has been in development, however, its completion and publication has been deferred by other work requirements, including organisational restructuring, Brexit, and Covid-19. Subject to progress in the overall Covid-19 recovery and safe exit, and incorporating learning, it remains the intention to publish the new plan later this year.
