I would like to request a copy of the written reports for the Ministerial Decision MD-PE-2019-0028 - Extension of Montreal, Beijing and Kigali Amendments to the Montreal Protocol to Jersey.
I have already seen the decision –

so I do not need this - but am interested in the written reports and the text that informed the Ministers and the text that has been entered into Law.

Response

All relevant documentation relating to ministerial decisions are always attached to that decision, therefore no other reports are available other than the link at the foot of the page. A link to the report is attached below:

The amendments to the Montreal Protocol on Substances that Deplete the Ozone Layer that have been ratified for and extended to Jersey as a result of the recent Department of Growth, Housing and Environment work are –
The Beijing Amendment (1999): the amendment to the Montreal Protocol agreed by the Eleventh Meeting of the Parties
 
The Kigali Amendment has not yet been ratified for and extended to Jersey, and Jersey is not bound in international law to that amendment. Work is ongoing to secure the extension of that Amendment to Jersey.

With regard to the text that has been entered into law, this has affected the Customs and Excise (import and export control) (Jersey) Orders 2006. These amendments can be found on the Gov.je website on the links below:
