Public and residential parking (FOI)
Public and residential parking (FOI)Produced by the Freedom of Information office
Authored by Government of Jersey and published on 01 December 2021.
Prepared internally, no external costs.
- Total square metres of the Parish of St Helier (PoSH) given over to public car parking
- Total units of public parking in PoSH
- Square metres and number of public parking units on Infrastructure, Housing and Environment (IHE) managed land
- Square metres and number of public parking units on PoSH managed land
(i) Square metres and number of parking space units required to be built by Planning Department in all and any residential accommodation planning applications granted in PoSH since 2000.
(ii) Average ratio of residential units: parking space (eg 1:1, 1:0.7 etc.).
The Transport section of IHE does not hold a record of the square metres allocated to public parking in PoSH on either IHE or PoSH managed land, therefore, Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
There are approximately 5,397 public parking spaces available in PoSH.
A breakdown between IHE and PoSH spaces is provided in the table below. However, we are unable to provide the exact number of on-street parking units since individual bays are not marked and vehicle lengths differ. We have therefore estimated there to be 1,200 units, with an approximate 50 / 50% split in responsibility between IHE and PoSH.
|Public parking units in PoSH|
|Parking Type|| No. on IHE land||No. on PoSH land||Total|
|Public car park||4,062||135||4,197|

(i) The Planning and Building section (Planning) of IHE does not record the total number of parking units and their area in relation to approved planning applications, therefore this information is not held and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
However, planning decisions from 2012 to date, which detail parking unit information, are included on the planning register which can be accessed at the following link:
Planning application search (gov.je)
(ii) Guidance to the amount of residential parking that should be included within certain developments and areas is available at the following link:
Parking guidelines (gov.je)
However, Planning do not calculate an average ratio in relation to parking requirements since these change on each site depending on a variety of factors, such as the nature of the development, the location, the availability of other modes of transport eg walking, cycle, bus, therefore this information is not held and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
Article 10 - Obligation of scheduled public authority to confirm or deny holding information
(1) Subject to paragraph (2), if –
(a) a person makes a request for information to a scheduled public authority; and
(b) the authority does not hold the information, it must inform the applicant accordingly.
