Why do Jersey fishermen have to pay the Jersey Government for a fishing licence?

Why do French fishermen not have to pay for a fishing licence to fish in the same waters ie ‘Ours’?

Jersey fishers do not pay the Government of Jersey for a fishing licence since licence entitlements are traded in private arrangements between fishers and licence brokers.  

However, Jersey fishers currently pay a one-off administration fee to add a Jersey licence onto their UK fishing licence which is required before a Jersey licence can be issued.

French fishermen do not pay the Government of Jersey for a fishing licence.  

Ministers agreed that the administration fee would be deferred for French applicants.
