If the UK government allowed Jersey to sign up to the Paris agreement all investments passing through Jersey would need to declare the climate change risk of those portfolios to investors. 

What percentage of the £1.4 trillion passing through Jersey 2017 to 2020 is associated with co2 emissions from the following

  • Coal
  • Oil 
  • Gas
  • Plastics
  • Cement
  • Air travel
  • Shipping
  • As well as unstainable deforestation lumber industries

So I may on behalf of future generations establish Jersey’s direct or indirect exposure for a claim for climate change damages associated with those investments. 


Did all the funds passing through Jersey to invest in the developing world comply with the Equator principle such as adequate environmental Impact Assessment for developments?



Having reviewed information held by Financial Services, it was determined that the Government of Jersey does not hold the requested information on the business sectors of all investments passing through Jersey. Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies. However, it should be noted that it is likely that all business activities across all sectors have carbon dioxide emissions associated with the listed activities either directly or indirectly as part of their operations. 


The Government of Jersey does not hold the requested information. Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.
