Subject Material: 

A report, prepared by Oxera dated December 2016, titled "Is the Jersey gas market working in the best interests of consumers" (the "Oxera Report") and lodged with the States Greffe by the then Chief Minister on 4 January 2017.

Copy of correspondence from the Chief Minister and/or Mr. Ozouf and colleagues concerning procurement of the Oxera Report;

A and B

A search was undertaken on the account of the then Chief Minister (Senator Ian Gorst) and no information is held in respect of procurement of the Jersey Gas OXERA report.  It is not possible to review any emails of Senator Philip Ozouf as States Members email accounts are disabled following departure from the States Assembly.  To undertake searches on `colleagues' accounts is too broad and it is estimated that to establish who may have been involved in the process in 2016 would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011.

No information is held in respect of the receipt of the original report from OXERA. Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

D

The States Greffe have confirmed that the report, as attached to R.1/2017 is as it was received by them.
