What salary benchmarking procedures were used to determine the current market rate?

A

For individuals directly employed by the Government of Jersey, all Officer role descriptions were graded according to civil services pay scales in-line with the standard job evaluation process.

For those individuals who are employed through a contract for services, market rates were tested through specialist recruitment agencies or market research.

No fee was paid to any third party for these recruitment processes.

C

For individuals directly employed by the Government of Jersey, or seconded to roles from within the organisation, the standard Government of Jersey recruitment and interview processes were followed.  It is not Government of Jersey standard process to keep detailed records of time expended on a particular matter, and therefore the information on the number of officers and the time taken is not held.  Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.
