One of the key recommendations from the recent Governance Report by Professor Hugo Masice-Taylor was to establish a new Health and Care Board.  

On 18th November it was announced that Deputy Wilson appointed Professor Hugo Mascie-Taylor as a Chair of the new Health and Care Group that resulted from his own report.  


Please provide information if the role was publicly advertised so that qualified candidates could apply from Jersey, UK and Europe.


Please provide the names of the members of the panel that interviewed candidates for the role of the chair.  


What is the remuneration for the chair of the new Board?



A specialist executive search firm was appointed to identify suitable qualified candidates at an international level. A total of 52 potential candidates were considered with five being shortlisted for interview.   


The interview process included a meeting with a representative group of Health and Community Services (HCS) staff who asked the candidates questions about their approach to improving culture in HCS, followed by a selection panel which included:   

  • Chris Stephenson – Jersey Appointments Commission (JAC) Chair and Chair of the Panel (non-voting member) 
  • Suzanne Wylie – Government of Jersey Chief Executive Officer 
  • Gordon Callander – Jersey GP and member of the Primary Care Body 
  • Richard Bell – Government of Jersey Assistant Chief Executive and Treasurer of the States.   

The selection panel recommended two potential candidates. Those candidates met with the Health and Social Services Minister and the Deputy Chief Minister, prior to the Health and Social Services Minister making the appointment decision. 


Professor Mascie-Taylor receives a daily rate of £1,440. The rate of pay was market mapped as part of the recruitment and selection process against all candidates considered to have the skills and experience required for the position. He is contracted to work a minimum of two days and a maximum of three days per week during his contractual term of up to 12 months.
