For several years I have been requesting information and action to resolve the mess that the JEC have made if the cycle path on the seafront. The JEC project manager confirms their resurfacing was sub-standard but refuse to do anything or even visit the site. (Name redacted)their CEO absolves himself of any responsibility. They claim they have paid TTS substantial funds to put the path back into the state it was prior to them digging up most of its length, this has clearly not happened.

I have requested assurances from the JEC that the taxpayer is not going to foot the bill when it eventually gets fixed, I also requested a copy of the contract or agreement they had with TTS but neither has been given, I have also copied in TTS on my email communications but have had zero response.

My request is therefore for details of the agreement made between the JEC and TTS in relation to digging up the cycle track and putting it back in a fit state for cyclists, additionally I would like to see any sign off documents on completion of works if they exist, I am also want to see what the financial settlement between the two of them was.
I have tried contacting both parties but they do not seem to care.

Response

The Ministerial Decision is available below. 

TTS officers liaised with the JEC and their contractor following works undertaken in 2007. 

Agreement was reached whereby the JEC would contribute to the replacement of the cycle track and promenade between First Tower and La Rue du Galet. 

This was in lieu of remedial work that would have been required on a sub standard trench reinstatement in the same location.

The contribution made following the works undertaken in 2007 was £20,000. 

A further £100,000 was agreed as can be seen from the Ministerial Decision MD-T-2010-0131 report.
