Financial Directions 5.1 in relation to Procurement
I write this email requesting a pdf copy by return email of the Financial Directions 5.1 in relation to Procurement.
I would like to review and understand the situations when the States and its departments are required to submit to procurement via tender, and what the exceptions to this are.

This document, and all financial directions, are currently in the process of review and a new set will be issued in 2016. This review is being carried out for the reasons outlined below.

The Comptroller and Auditor General produced a report R.121​/2014 dated 21 August 2014 which is attached below.

This report recommends the way that the States of Jersey should deal with financial directions and that they should all be reviewed.

In  2015,  a  report  was  produced  by  the  Public  Accounts  Committee  which  discusses  the recommendations by the C&AG.
