Please see an extract from Planning Application P/2024/0019, Field 494, Rue des Buttes, St Martin's Business Plan, paragraph 3 of Services:

We provide equestrian livery services with capacity and stabling for 4 horses. This side of the business uses the stables and stores that existed on Field 494 before we occupied the site (in September 2022) following a successful change of use application.


Please give details of this "change of use " as claimed by the applicant in the business plan as advertised on the Public Planning portal.


Was this "change of use"​ advertised?  If so, please cofnrim the date and details.


If the applicant does have "change of use", how can this be with the strict planning conditions imposed on the previous landowner which had not been adhered to?  Who authorised this?


The applicant claims a "successful change of use application"; was this by Committee, Minister or letter, or was this verbal and if so, by whom?


The information requested is available on a previous planning application, reference P/2016/0009, which can be found through the on-line planning register on Therefore, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
