Of the departments within the States of Jersey where the Managing Attendance Policy has been formally rolled out, how many staff meet the criteria for being on the policy? How many staff are actually on the policy? Please can you break this down by department? If this request is likely to exceed the 12.5 hour time limit please could you limit the response to just the Department for Infrastructure and the Department of the Environment?

Response

The below table outlines the number of staff, by department, that meet one or more of the Managing Attendance Policy criteria as of the end of May 2016. Please note that currently within the central Human Resources department, sickness is only analysed against the below criteria:

1. Five separate occasions of absence in the current 12 month rolling period

2. Nine days of absence or more in the current 12 month rolling period

3. Three separate occasions or more in the last six months

4. Nine days or more of absence in the last six months

Additionally, as some departments had fewer than 10 staff who have met the policy criteria measured against above, or are currently on case management, we have applied Article 25 of the Freedom of Information (Jersey) Law 2011 to this request and, as a result, some departments have been consolidated:

25 Personal information  

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if:

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
