A

The Department for Infrastructure Parking Control Section, is responsible for the ordering and printing of car park pay (scratch) cards. These are ordered in accordance with agreed timescales for production to ensure an adequate stock level is available for resale.

The pay (scratch) cards are ordered through a contracted supplier, Imperial Civil Enforcement Solutions (ICES), who also provide a local delivery service to retailers. The printer currently used by ICES is Orion Security Print who is contracted to ICES, not the Department for Infrastructure. The contractual requirement between ICES and the Department for Infrastructure is that a suitable printer be used. Orion Security Print is based in the UK.

C

A record is maintained of stock ordered, received and sold and financial records against this are checked regularly by members of the Finance team within the Department for Infrastructure.

Once received in Jersey, pay (scratch) cards are kept in secure storage areas which are under the control of the Department for Infrastructure.

E

Regular stock checks are carried out, at least once a month, on the scratch cards held in stock prior to sale.
