How much has been spent by States' departments in 2015 and to date in 2016 on flights taken during that period?


Of these, how many were of each class of booking, for example economy class, business class etc?


In each case, please include the total amount spent and the number of flights. Please also break it down by department.


A, B and C

On 10 June 2016 the States of Jersey published a report: Review of Travel Policy and Recommendations for Improvement. 

Appendices G-J of the report contain departmental totals and breakdowns of flights and accommodation booked and expenses for civil servants and States members during 2014 and 2015:

It would not be possible to provide this breakdown in more detail than that already supplied within the cost time limit of 12.5 hours set out by the Freedom of Information (Jersey) Law 2011 so this request is refused under Article 16 of the Freedom of Information (Jersey) Law 2011: see below for detail.

The following table provides the information that is readily available. These are the totals for flights booked and invoiced through the States’ corporate booking system Hogg Robinson Group (HRG) and taken between 1 January 2016 and 31 May 2016. 

This information includes ticket exchanges and refunds and excludes flights not booked via HRG. 

These are the totals of the booked prices so exclude management fees, airline card fees and other airline specific charges.

Relevant legislation applied:

16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

(2) Despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by Regulations for the purposes of this Article.

(3) Regulations may provide that, in such circumstances as the Regulations prescribe, if two or more requests for information are made to a scheduled public authority:

           (a) by one person; or
           (b) by different persons who appear to the scheduled public authority to be acting in
           concert or in pursuance of a campaign,
           the estimated cost of complying with any of the requests is to be taken to be the    
           estimated total cost of complying with all of them.
