Summary
The Report on the potential of offshore wind energy for Jersey sets out the policy appraisal. It walks the reader through contextual information on the technical characteristics of a potential wind farm before examining the role of governments.
The Report goes on to explore the current market conditions, the economic case and the consequences for developers, Islanders and Government. In its concluding sections the Report sets out what would be required to advance offshore renewable energy in Jersey’s waters whilst balancing risk and measurable net benefit for Islanders. Finding that a large-scale renewable energy project is only viable if energy is exported, the Report recommends that work focus on clarifying the basis upon which the UK or France would allow Jersey to access their energy markets. Once the basis for market access is understood, a business case for the legal and technical resources needed to formalise access will be developed for consideration by the Council of Ministers.
