​The Government of Jersey carried out a public consultation in 2025 on the proposed Havre des Pas Coastal Flood Alleviation Scheme, identified as the Island’s highest risk frontage in the Shoreline Management Plan. 

The Scheme aims to provide long term protection against a 1 in 200 year coastal flood event to 2130 sea level conditions, using an Advance the Line approach with new primary and secondary sea walls.

Responses

More than 200 people attended six drop in events and 132 questionnaires were received.

Overall, there was strong recognition of the need for improved flood protection, with broad support for:

• a safer, continuous promenade
• segregated cycle route
• enhanced beach access
• greener public spaces

Respondents also valued the area’s heritage and character and asked that these be respected in the final design.

Key concerns

Key concerns included:

• the scale and visual impact of new structures
• potential loss of dry beach
• environmental and coastal process effects
• privacy and lighting near residential properties
• the need for clarity around costs and future construction impacts

Residents also stressed that Havre des Pas and La Grève d’Azette have distinct identities requiring tailored design responses.

How your feedback will shape future designs

Consultation feedback will now inform the Scheme’s Concept Design in 2026, including:

• further environmental assessments
  
• refined visualisations
  
• evaluation of wall heights and alignments
• privacy and amenity measures
• clearer communication materials
  

A further round of engagement is planned for late 2026 ahead of a future planning application.​
