Higher Education, Adult Community Education and Apprentice course fee increases 2025 - 2026

A formal published ā€œMinisterial Decisionā€ is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as ā€œcorporation soleā€ under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of ā€œMinisterial Decisionsā€ is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Report Title: 2025-2026 Higher Education, Adult Community Education and Apprentice course fee increases

Exempt (Article 33(b))

Decision(s):

The Minister for Education and Lifelong Learning approved the fees for the 2025-2026 academic year proposed by the governing body of Highlands College: an increase of 3 per cent to University College Jersey fees, 5.5 per cent for apprenticeships and 5.5 per cent for Adult and Community Education courses.   The Minister further decided to request the approval of the Minister for Treasury and Resources for fee increases. In accordance with the requirements of the Public Finances Manual, the Minister for Treasury and Resources should be requested to endorse fee increases above 2.5 per cent in accordance with the Anti-Inflation Strategy, and to permit the use of additional income in meeting the forecast additional expenditure.

Reason for Decision(s):

To meet the requirements of Schedule 4, Part 5, Article 13A of the Education (Jersey) Law 1999, which requires that the fees set by the respective governing body are approved by the Minister.

Resource Implications: The fee increase for Highlands College is forecast to result in additional income of £25,000 for 2025 and £74,000 for 2026. Expenditure will increase by a matching amount.

 

Action Required: In accordance with the Public Finances Manual, to request the approval of the Treasurer of the States, under delegated authority, for the fees to be increased by more than 2.5 per cent and to permit the use of the additional income to meet increased costs. Private Secretary to advise the Principal of Highlands College that the Minister has approved the fee increases.
