Subject: Disposal of vehicle used to import controlled drugs into Jersey

 

Decision(s): The Minister authorised this vehicle to be disposed of as scrap.

Reason(s) for Decision: The vehicle, having been used to import heroin into Jersey on 07 September 2019, was seized on 27 September 2019 under Article 54 of the Customs and Excise (Jersey) Law, 1999.  Article 55 of the Law empowers the Minister to direct how any vehicle condemned as forfeited is disposed of.

Subject:Disposal of Volkswagen Caddy registration PF07 OBU

 

 

Background

 

On 07 September 2019 the above vehicle was used in connection with the importation into Jersey of 9978 grams of heroin with a maximum total street value of £10,000,000.

 

The vehicle was seized by the Customs and Immigration Service on 27 February 2019 under Article 54 of the Customs and Excise (Jersey) Law, 1999.  No notice of claim has been made in connection with the seizure and the vehicle is deemed to have been duly condemned as forfeited in accordance with the 3rd Schedule of the 1999 Law.

 

Article 55 of the 1999 Law empowers the Minister to direct the manner of disposal of the vehicle.

 

The Volkswagen Caddy was first registered in 2007 and has in excess of 129,000 miles on the odometer. The vehicle is in poor condition. A representative of Driver and Vehicle Standards has attended and examined the vehicle and provided the opinion that it is worth only scrap value.

 

Recommendation

 

In light of these circumstances, the Minister is recommended to direct that Volkswagen Caddy registration PF07 OBU is disposed of as scrap.
