Jersey Employment Trust: Appointment of Chairman

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Appointment of Chairman to the Jersey Employment Trust

The Social Security Minister received notification that Mr Stephen Platt would stand down as Chairman of the Jersey Employment Trust (JET), having completed the maximum term permitted under the JET Constitution.

In accordance with the JET Constitution, the Minister for Social Security is required to appoint the Chairman, in consultation with the Education Minister and the Health and Social Services Minister.

Following a formal recruitment process overseen by the Jersey Appointments Commission Mr Geoff Cook was the unanimous candidate recommended for appointment by the Panel.

Mr Cook joined Jersey Finance as Chief Executive in January 2007. In promoting the finance industry, Mr Cook visits many of the world's leading finance centres on a regular basis, highlighting the strengths of the island as a financial jurisdiction and updating Government officials, regulators, finance professionals and international investors on legal and regulatory developments and service innovations offered by Jersey.

Prior to his role at Jersey Finance, Mr Cook was Head of Wealth Management for HSBC Bank Plc, based in London, and responsible for the delivery of Financial Planning Services to the 10 million HSBC customers in the UK. His earlier career was spent at a senior management level with HSBC Bank plc in the UK and as Head of Personal Financial Services and Deputy to the Chief Executive at HSBC Bank International Limited in Jersey. Mr Cook is a Chartered Director, a Fellow of the ifs School of Finance, a Fellow of the Chartered Institute for Securities & Investment, and a Member of the Society of Trust and Estate Practitioners.

All three Ministers are satisfied that Mr Cook has suitable knowledge and experience to undertake the role of JET Chairman.
