APPLICATION FOR ROAD CLOSURES AND TRAFFIC RESTRICTIONS DURING ROAD RACING - THE CLASSIC & VINTAGE MOTOR RACING CLUB OF JERSEY - 2006 EVENTS
Purpose of the Report
To obtain ‘Ministerial Decision’ regarding approval of road closures for the purpose of ‘The Classic and Vintage Motor Racing Club of Jersey’ road racing fixtures for 2006.
Background
The promoter (The Classic and Vintage Motor Racing Club of Jersey) has submitted details of its proposed road closures for the 2006 events. Road closures for the events are enabled by Order of the Transport and Technical Services Minister under Article 2 of the “Motor Vehicle Races (Jersey) Law 1946”. The promoter has consulted with the Connétables of St Mary, St Ouen and St Brelade, as well as undertaking a public relations exercise with residents directly affected by the road closures.
Discussion
The Order will enable the event promoter to hold the following events:
Sprint - Five Mile Road - 25th August (12pm to 5pm): La Grande Route des Mielles from La Braye Car Park to the gravel car park at La Pulente.
Hill Climb - Greve de Lecq - 26th and 27th August (8.30am to 5pm): Le Mont de Ste. Marie, but including a number of parish by-roads at the top of the hill to allow turning.
The course details are identical to those which were approved last year, however the hill climb has been planned as a two day event rather than one, as in previous years. The promoter has stated that the reason for this extension is to develop the event and offsetting the cost/time of setting out the course.
The Connétable of St Mary has been contacted independently by TTS to confirm the acceptability of the proposed extension of the event to the Parish (and residents of Le Mont de Ste. Marie), which was confirmed. Access to the bay via Mont de la Greve de Lecq (B65) will be maintained during the event; no scheduled bus services will be affected.
Other details are as per the 2005 Order.
Recommendation
The Minister is recommended to approve the Road Racing (Hill Climbs and Sprint) (No.3) (Jersey) Order 2006 as prepared.
Action Required
Minister’s signature and seal of Order. Advise the Greffier that the Order has been made and forward the Decision Summary, Report, together with the signed and sealed Order to the Publications Editor at the States Greffe.
