Ambulance Service - Award of Grant from the Community Safety Fund

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

COMMUNITY SAFETY FUND – AWARD OF GRANT

 Purpose of the Report

 

To consider a recent application for a grant from the Community Safety Fund.

 

 

Background

 

In June and December 2007, interim arrangements for considering applications for and awarding grants from the Community Safety Fund, for small but important initiatives, were approved by the Minister  under MD-T-2007-0058 and MD-T-2007-0112. 

 

The criteria approved by the Minister for considering applications and awarding grants in the interim are:-

 

  The proposal should be beneficial to the community at large;

  For one off items of expenditure directly related to community safety;

  Island based;

  For proposals that would significantly enhance or raise awareness on community safety and for which there is no or insufficient public funding;

  A maximum interim award of £10,000 per project.

 

 

Discussion

A further application has been received for grants from the Community Safety Fund, as outlined below.

Producing 40,000 booklets containing advice and tips on first aid and other emergency information that will be distributed to households in the Island.

 

The proposed booklet will contain information, advice, tips, guidance, with photography and illustrations, on first aid and available courses from St John Ambulance; what it is like to work for the ambulance service and a typical day in the life of a paramedic; an insight into the workings of the Service, providing insight into the Patient Transport Services, Joint Ambulance and Fire and Rescue Control Centre, the voluntary Ambulance Support Unit, advice on what to do in a civil emergency or major incident; essential and important contact numbers, information on the history of the service and guidance into recruitment and statistics of the annual number and type of calls the Ambulance Service receive. There will also be activities for the very young; colouring in illustrations, spot the danger puzzles and competitions where winners get to visit the station. 

40,000 copies will be produced which will be distributed to as many public areas as possible for effective communication.  The booklet will be produced by Innovate, a local advertising company that has previously produced leaflets for the Ambulance Service.

The primary objectives for the booklet are:

·         To publicise important community information and guidance on what to do in the event of a medical emergency.

·         To allow important community safety initiatives such as the “ICE” (In case of emergency) campaign to proceed. 

·         To positively engage with the community.

·         To involve all areas of the community.

 

The application meets the criteria and sufficient funds remain available in the Community Safety Fund.

 

 

Recommendation

The Minister is recommended to award a grant of £10,000 to the Ambulance Service to produce and distribute important safety information to households in the Island.
