Victoria Avenue - Layby 5: Car Parking: Trial of 12 spaces at three hour maximum stay between 1 October 2018 - 31 March 2019

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

TRIAL OF 12 x THREE HOUR MAXIMUM STAY SPACES IN VICTORIA AVENUE

 

LAYBY 5 FOR THE PERIOD 1ST OCTOBER 2018 TO 31ST MARCH 2019

 

 

Purpose of the Report

 

To request a trial of 12 spaces in Victoria Avenue Layby 5 becoming a maximum stay of three hours during the period 1st October 2018 to 31st March 2019 when the area is non-chargeable.

 

 

Discussion

 

During the period when charging ceases in Laybys 5-7 each year, between 1st October and 31st March the following year, there is a shortage of spaces for anyone wishing to park for short periods to visit properties nearby, walk their dogs on the beach, visit adjacent businesses and similar activities.

 

It is recommended that a trial be commenced for the six months starting 1st October 2018 to make the first 12 spaces at the Eastern end of Layby 5 a maximum stay of three hours on any day between the hours of 8 a.m. and 6 p.m. with a requirement for the arrival time to be displayed using a parking disc (yellow time clock).

 

Laybys 6 and 7 have space available to allow people wishing to park all day if they are unable to park in the remaining bays in Layby 5.

 

Use of the 12 amended bays will be monitored during the trial period to determine if they become permanent.

 

 

Recommendations

 

The Minister is recommended to approve the trial of 12 spaces in Victoria Avenue Layby 5 becoming three hour maximum stay during the period 1st October 2018 to 31st March 2019.
