Transfer of Revenue Budget to Capital

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

TRANSFER OF REVENUE BUDGET FROM HUMAN RESOURCES DEPARTMENT TO VISIONING BUDGET

Purpose of the report

To approve a budget transfer from the Human Resources Department to the Visioning Budget for the purpose of funding on-going HR Transformation Project initiatives during 2006.

Background

The Human Resources Department has been purposely identifying savings during 2005 in order to provide additional funding for the HR Transformation Project during 2006. On this basis the Minister is requested to agree a transfer of £300,000 to the Visioning budget.

DISCUSSION

The Human Resources Department has identified savings of £300,000 in order to fund the following items of expenditure which will arise in 2006 as a result of the HR transformation process:-

Implementation of the HR system, which requires additional resources to oversee the “blue printing” stage of the implementation as well as bring together HR staff from across the organisation to agree standard approaches to key system design issues (e.g. absence management, multi employments etc.).

Temporary appointment of a Grade 11 to support all the work associated with the creation of the HR Shared Service Centre, particularly business process re-engineering and the agreement of standard HR processes across the States.

Purchase of Shared Service Centre equipment, furniture and funding of other ancillary costs.

Training and Development of staff to perform effectively in their new roles.

Employment of temporary staff to provide additional support during the period of creation of the Shared Service Centre and during the implementation of HRIS.

The Minister approve a transfer of £300,000 from the Human Resources Department revenue budget to the Visioning budget for the year ended 2005.
