Fire and Rescue Service - transfer of 5 civil servants and associated budget.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

Transfer of Fire and Rescue Control Staff to the Ambulance Service

Introduction

 

The Minister will recall that the Ambulance and Fire and Rescue Services have been working together for some time to develop a Combined Control Centre (CCC) where staff would develop generic skills to be capable of dealing with the emergency call handling, despatch and incident resource requirements of both organisations.

Background

2.1

In February of 2005 the five Civil Servant Control staff of the Fire and Rescue Service were relocated into the Ambulance Control Centre to enable both sets of staff to develop the required skills of both jobs in order to form the proposed CCC. During the intervening period much work has been done to develop a generic computerised mobilising and despatch system and early indications are that the final phase of putting all of the above together should be completed in June of this year.

2.2.

The long term vision of the project was that one Service would manage the CCC and be responsible for all the staffing and operational matters. The other Service would have its operational needs met through an agreed Service Level Agreement (SLA). The responsibility for the operational provision has fallen to the Ambulance Service and there is now a requirement to transfer the five Fire and Rescue Control staff from the Home Affairs Department to the Health and Social Services Department along with the corresponding finance for uniform, training, overtime and communications infrastructure.

Resource Implications

3.1

The Fire and Rescue Service will transfer to the Ambulance Service the five Civil Servants and the revenue budget attached to them which amounts to £200,803. This is made up of salaries, employer pension contributions, employer Social Security contributions and an agreed amount for uniform and training. It has been agreed that funding for random overtime will be reviewed at the end of 2006 once a full year of historical data is available. Transfer of the appropriate funding will then follow. In addition there will be a further transfer of some £44,758 from the Fire and Rescue Service communications budget to cover the increased costs to the Ambulance Service which will be taking over the responsibility for the maintenance of all the Control Centre communications infrastructure

The total budget transfer will be the sum of £245,561.

The Minister is asked to approve the proposal for the staff and budget transfer and the signing by the Chief Ambulance Officer of a Service Level Agreement between the States of Jersey Fire and Rescue Service and the States of Jersey Ambulance Service.
