Festival of Motoring 2010 - Road closures

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

THE CLASSIC & VINTAGE MOTOR RACING CLUB’S APPLICATION TO HOLD  

THE  ‘FESTIVAL OF MOTORING’ 2010  
 

PURPOSE OF THE REPORT  

To obtain the approval of the Minister for Transport and Technical Services in respect of road closures and traffic restrictions for the purpose of holding the ‘Festival of Motoring’ racing events between Friday 04 and Sunday 06 June 2010. 

In addition, to enable an instruction to be sent to the Law Draftsman requesting preparation of an Order under Article 2 of the Motor Vehicle Races (Jersey) Law 1946 and Article 2 of the Entertainments on Public Roads (Jersey) Law 1985 (in relation to the Activity Arena). 
 

BACKGROUND  

The Classic & Vintage Motor Racing Club (the Promoter) has submitted details of its proposed events for this year’s ‘Festival of Motoring’. The events are enabled by Order of the Minister for Transport and Technical Services under Article 2 of the Motor Vehicle Races (Jersey) Law 1946. 

This will be the tenth year of the ‘Festival of Motoring’ and as per last year the Promoter is seeking to provide the public with a broader based programme of motoring events with the inclusion of an ‘Activity Arena / Circuit’ course at West Park on Sunday 06 June (see attached plan) along with other static displays on La Route de St Aubin above the Lower People’s Park.  

This year’s night time vintage car sprint on Friday 04 June has been relocated to St. Ouen (between Le Braye Car Park and the public car park at La Pulente) due to TTS’ Victoria Avenue Phase 3 works which are not due to finish until the end of June. 

The aim of the Activity Arena / Course is to give motor clubs in the Island a space in which to carry out live displays (as per 2009) rather than racing. 

The Festival has the support of the Connétable of St Helier, who has given permission for both the ‘Upper’ and ‘Lower’ parks to be used as static display areas. The Promoter has consulted and is co-ordinating with the Honorary Police, Emergency Services, TTS Parking Control, Connex and Fort Regent. The Promoter has also carried out a face to face letter drop to residents and businesses affected by the event, notably the Grand Hotel, with no adverse comments being received by the Department or Promoter to date. 

The Festival, including the Activity Arena, has been risk assessed by the Motor Sport Association’s (MSA) Director of Motor Sport Safety and has received full MSA’s Public Liability Insurance cover.  

Road closure details are as follows: 

-     St Ouen’s Night Time Sprint: Friday 04 June (12pm to 9.30pm): La Grande Route des Mielles will be closed between Le Braye Car Park and the public car park at La Pulente. The Promoter also wishes to use Le Braye and La Pulente car parks for the parking and the display of race vehicles.

 

-     Westmount Hill Climb: Saturday 05 June (9.30am to 6.30pm): Westmount will be closed from St Aubin’s Road to the entrance of Overdale Hospital.

 

-     Mount Bingham Hill Climb: Sunday 06 June (9am to 4pm): Pier Road will be closed from its junction with the northern arm of South Hill to Mount Bingham, and Mount Bingham from its junction with Pier Road to Green Street. Also closed are South Hill, Fort Regent Road and La Collette Garden Car Parks.

 

-     La Route de St Aubin Activity Arena: Sunday 06 June (8am to 6pm): La Route de St Aubin will be closed from the King George V Homes to its junction with Kensington Street. The West Park slip lane will also be closed, as will Peirson Road.

 

Discussion - Part 1: Established Festival Events 

-     St Ouen’s Night Time Sprint: Due to its relocation from Victoria Avenue to St Ouen the traffic impact of the event will be considerably reduced. The closure of St Ouen for sprint racing is also a relatively common event and well understood by the public in terms of traffic management.

 

-     Westmount Hill Climb: The Parish of St Helier administers Westmount Road and its closure will cause little disruption.

 

-     Mount Bingham Hill Climb: While Mount Bingham is actively used by both commuter and commercial traffic during weekdays, its closure on a Sunday should not present significant traffic issues, with the main impact being the loss of the costal route to tourists and the loss of access to Fort Regent.

 

Discussion - Part 2: La Route de St Aubin Activity Arena 

-     Traffic: Creation of the Activity Arena entails closing La Route de St Aubin between First Tower and Kensington Street which is similar to last year (First Tower to West Park Roundabout). In addition this year the West Park slip lane and Peirson Road will be closed. This will necessitate northbound traffic being diverted up Kensington Place and Kensington Street on to St Aubins Road.

 

The likely impact of these arrangements is to create westbound congestion at the right turns on Victoria Avenue (at First Tower and Rue du Galet) and eastbound congestion on the right turns off La Route de St Aubin (at Rue du Galet and at First Tower). There will also be delays for vehicles heading northbound via Kensington Place. 

The Promoter has also requested that the duration of this year’s road closures be extended to provide a longer period to set up and dismantle safety materials, such as heavy crash bales, etc. Therefore they have asked that closure be extended from last year’s 9am to 4pm to 8am and 6pm (in effect allowing two hours to set up and two hours to clear the roads). 

-     Emergency Services: The Emergency Service has been consulted regarding the closure of La Route de St Aubin (between First Tower and Kensington Street) and Peirson Road and has indicated that they are comfortable with diversion arrangements (i.e. Kensington Place and Kensington Street on to St Aubins Road).

 

-     Bus Services: Buses will be unable to serve stops between West Park and First Tower (normally every 5 to 10 minutes). The following route will be affected in both directions: Explorer (Red, Blue, and Yellow) and No. 7, 7b, 8, 8a, 9, 12, 12a, 14, 15. However, it is worth noting that the same arrangements last year did not cause Connex any significant operational issues.

 

-     Access to Residences: During the closure access to premises will be maintained via First Tower, this includes access to West Park Apartments. As part of the closure of Peirson Road residential parking will be suspended from 6pm on Saturday 05 until 6pm on Sunday 06 June.

 

-     Other Events: Cancer Research ‘Race For Life’ will be taking place on St Aubin’s Bay Promenade, starting and finishing at Les Jardins de la Mer. The men’s runs start at 10am and the women’s at 11.30am. The race will involve over one thousand runners and will be finished by 2pm. 

 
 

CONCLUSION 

The Festival of Motoring is an established and publicly accepted event, the introduction of an Activity Arena on La Route de St. Aubin last year received positive coverage and the event was well attended with no adverse traffic comments received by the Department. 
 

RECOMMENDATION 

The established aspects of the Festival should be approved as in previous years. The introduction of the new circular Activity Arena should also be approved with its impact monitored. 

REASON(S) FOR DECISION 

The proposed road closures and associated traffic management being reasonable and justified. 
 

RESOURCE IMPLICATIONS 

TTS Officer and Law Draftsmen’s Time.  

TTS’ Road Signs and Markings Section to provide assistance to the Honorary Police in putting out traffic signs prior to the start of the event and collecting / storing traffic signs after the event. The Promoter is charged for this service on a cost basis.

To forward a copy of the Ministerial Decision along with an Instructing Memorandum and the Promoter’s Application to the Law Draftsman.
