Christmas 2006 Bus Services.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

TRANSPORT & TECHNICAL SERVICES

ADDITIONAL BUS SERVICES TO COVER CHRISTMAS 2006

Purpose of the Report

To seek the Minister’s approval to implement additional bus services over the Christmas period to support the annual Drink-Drive campaign and certain events during the Fête dé Noué at a cost of £5.454.

Background

Connex have actively supported the annual Drink-Drive campaign for the last 4 years in partnership with the Police by providing beer mats and publicity. Last year, the Committee also supported additional bus services on the three weekends prior to Christmas to cover late night shopping, the Fête dé Noué events and Sunday opening. Although Connex proposed an enhanced level of services as last year, the Minister is recommended to limit these to Friday and Saturday evenings and the two Thursday’s immediately preceding Christmas.

Discussion

  1. In 2005, a total of 98 additional services were run on Thursday, Friday and Saturday evenings and during the day on Sundays to support the late night and Sunday Christmas shopping and also the Drink-Drive campaign particularly on Friday and Saturday nights. However, the usage was generally low – only 608 passengers were carried - and the subsidy per passenger equated to about £7 a journey.
  1. Connex proposed an enhanced coverage including an additional weekend to reflect further Christmas shopping opportunities at a cost of £9,735. However, the department is concerned over the lack of usage last year and that on both Thursday evenings and Sundays, car parks are free to use and also have spare capacity. For this reason, a revised quote was requested from Connex for just the Friday and Saturday night services which are, in the main, supporting the Drink-Drive campaign. The additional services will be on Routes 5, 7 and 9 which will cover St Mary/St John, St Lawrence/Carrefour Selous and St Peter/St Ouen. The amended cost is £4,683.
  1. It is also noted that the circular Tennerfest service will still be operating over this period.
  1. The cost of a minor accident has been estimated at £17,000 so an investment of just under £5,000 would appear good value for money if only one accident is averted. Moreover, providing additional services allows the public to have a choice as to whether they choose to drive or travel by bus.
  2. In addition, there are two evening events during the Fête dé Noué on Thursday 14th December (Christmas Battle of Flowers Parade) and Thursday 21st December (Winter Solstice – Festival of Light) which the department is recommending additional bus services should be provided on Routes 5 and 7. The cost for both days is £771.

Recommendation

The Minister is recommended to agree to provide additional bus services:

  1. on Friday and Saturday nights over the weekends in December leading up to Christmas at a cost of £4,683 to support the annual Drink-Drive campaign; and
  2. on two Thursday nights, 14th and 21st December, to support specific Fête dé Noué evening events at a cost of £771.
