Alterations to Bellozanne Opening Times.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Alterations to Bellozanne Recycling Centre and Bulky Waste Facility opening times

Decision(s):  The Minister authorised the Officers to advertise and implement shorter opening times at the Bellozanne site for bulky waste disposal and the recycling centre for a trial period.

Reason(s) for Decision:   To prevent the Bellozanne site from closing due to excessive quantities of unprocessed waste being stored on site and to enable non-putrescible baled waste to be stockpiled at the La Collette site.

Resource Implications:   It is estimated that the cost of this action will be £24,000; funding will be provided through the contingency vote for incineration breakdowns.

Action required:   The Director - Waste Management to advertise and implement shorter opening times at the Bellozanne site for bulky waste facility and the recycling centre.

TRANSPORT AND TECHNICAL SERVICES  

ALTERATIONS TO PUBLIC OPENING TIMES AT  THE BELLOZANNE SITE DUE TO INCONSISTANT PERFORMANCE OF THE ENERGY FROM WASTE PLANT  
 

Purpose of the Report  

To propose a temporary alteration to the public opening times of the Bellozanne bulky waste facility and public recycling centre.  

Background  

Due to the continued reliability issues in the Energy from Waste plant, the Bellozanne site is virtually full and the loose filled storage bay at La Collette is full. It is possible to super-fill the storage bay at La Collette, however this must be done with baled waste not loose filled waste. 

Due to site restrictions at Bellozanne and limited manpower it will not be possible to bale and transport waste whilst the site is open to the general public and contractors. This is because the access to the baler is via the new recycling centre and the egress from the baler is adjacent to the main haul road.  In order to bale and transport waste it is proposed to modify the site opening hours for a trial period from now until the end of the year so that the site is clear of the public and contractors whilst the baling operation is undertaken.  

This action will allow TTS to reduce stockpiles of waste at the Bellozanne site to a manageable size and prevent TTS from having to shut the site completely if the Energy from Waste plant continues to under perform.  

Discussion  

In order to bale and transport the waste from the Bellozanne site utilising the skills and experience of the existing staff it is proposed that the opening hours for the recycling centre and the bulky waste facility change to:- 

Monday to Thursday open from 07:30 to 14:45.  (existing times 7.30 am - 16.15 ) 

Friday  7.30 am - 14.45 pm    (existing time 7.30 am - 3.15) 

From 15:00 to 21:00 TTS staff will bale waste using the existing baler and equipment. Contract staff will load and transport the baled waste to the La Collette storage site and unload and stack the bales on existing loose filled stockpile. 

Saturday 07:30 to 16:15  (no change)  

Sunday 08:00 to 12:45  (no change)  

Early closing provides an opportunity to bale for 30 hours a week between Monday and Friday.  

It is calculated that on each day between 5 and 7 staff will be required to work extended hours during this period and initial discussions with the staff involved have indicated that they are happy and willing to do so. 

This working pattern would cease on the 21st December due to staff Christmas holiday commitments and a review of the site conditions would be undertaken at that time. If the Energy from Waste plant is working properly and the site is suitably empty TTS will revert to its normal opening hours after the bank holiday period. 

It is estimated that the cost of this action will be £24,000. This funding is not identified in the original Recycling Centre or Bulky Waste Facility budget. 

If this proposal is accepted it is important to implement it as soon as possible so that the maximum benefit can be gained before Christmas. 

Recommendation  

The Minister is recommended to authorise the Officers to advertise and implement shorter opening times at the Bellozanne site for bulky waste disposal and the recycling centre.
