About telecoms security in Jersey
Jersey’s economy and international reputation relies on the secure and resilient digital connectivity provided by Jersey’s telecoms networks and services.
Following a consultation in 2025, Jersey has developed a telecoms security framework for public telecoms providers. It's aim is to deliver the security and resilience needed. The framework came into force in 2026.
Telecoms security framework
Jersey’s framework, which has much in common with the UK framework introduced by the UK’s Telecommunications (Security) Act 2021, has three layers:
- security duties on all public telecoms providers set out in Part 5A of the Telecommunications (Jersey) Law 2002
- specific security measure requirements set out in the Telecoms Security Measures Order 2026 and detail the specified measures to be taken in addition to the overarching duties in the Telecommunications (Jersey) Law 2002
- technical guidance through the code of practice. It provides detailed guidance to public telecoms providers about demonstrating compliance with the duties in the Telecommunications (Jersey) Law 2002, and the requirements within the
Telecoms Security Measures Order 2026
