States Expression Of Interest In Private Land For Composting Site

The Transport and Technical Services Department is issuing an expression of interest in private land suitable for developing a composting facility or facilities - one of the key developments needed urgently for delivery of the States’ Solid Waste Strategy.

The Department has been seeking to replace the current compost facility at the La Collette reclamation area with a new enclosed plant since the Solid Waste Strategy was approved by the States on 13th July 2005. The existing plant is not enclosed, and a new enclosed plant would offer greater opportunity for control of the composting process.

The advertisement, which will be in the Jersey Evening Post on Friday 22nd December and again in early January, is to encourage those who may have suitable private land in industrial or countryside areas to contact the States, so that this land can be considered for its’ suitability in parallel with other potential sites previously identified within States ownership.

Minister for Transport and Technical Services - Deputy Guy de Faye - said

"I am delighted that we are able to progress the replacement of the current composting operation again following the review by Environment Scrutiny and the publishing of the Working Party Report on composting. It is clear from our consultations that there may be private land available which might be suitable for compost facilities or for reception areas for collecting garden waste from the public.

As to whether any of the land presented to Transport and Technical Services will prove suitable for what is a complex operational process, remains to be seen, as I will be obliged to take full account all environmental, social and financial considerations. The response to my Expression of Interest notice will help to establish whether a realistic alternative to the current site at La Collette exists."

The advertisement has been issued following consultation and with the full support of the Chair of the Environment Scrutiny Panel - Deputy Robert Duhamel - and Deputy Paul Le Claire - whose working party produced a report into composting, which was published in October 2006.

Following the Department’s consultation on the advertisement Deputy Le Claire commented: "I am delighted to see this advertisement going forward" and indicated that his Working Party would now be able to take a back seat, whilst the States considered whether any other sites for composting were suitable.
