New Executive Director of the JCRA is Appointed

18 October 2007

The Jersey Competition Regulatory Authority (JCRA) has confirmed the appointment of Chuck Webb as its new Executive Director.

Mr Webb (36) is a lawyer who professionally qualified in the United States. For the past two and a half years, he has served as the JCRA’s in-house Legal Advisor, advising them on matters concerning a wide range of economic sectors in Jersey. Prior to joining the JCRA, Mr Webb worked as a private attorney, counselling clients on compliance with competition and consumer protection laws both in the United States and Europe. He is also an internationally published author and speaker, with particular expertise on the application of competition law and policy in small economies.

Mr Webb has lived in the Island since 2005 with his wife, Kristin and their two young children. His 3-year contract of employment will commence from 22 October 2007.

Senator Philip Ozouf, Minister for Economic Development is pleased to welcome Mr Webb onto the JCRA Board and says, “The creation of the JCRA was a significant milestone in improving the competitiveness of the Jersey economy. Mr Webb has played a vital role in the evolution of the JCRA over the last 3 years and I’m sure he will continue to play an important role”.

The appointment is made under the Competition Regulatory Authority (Jersey) Law 2001 after consultation with the JCRA’s Chairman, the Rt. Hon. Lord Kingsland, QC. He is delighted at the news of Chuck Webb’s appointment and says, “We are confident that he will match the very high standard of public service exhibited by his predecessor”.

Mr Webb will take over the position upon the departure of the JCRA’s current Executive Director, Bill Brown, who has been in the role since October 2004. He announced his resignation to the JCRA Board of Directors in May of this year and will be moving to Hong Kong to take up a new position in November.

Mr Brown says, “Chuck has made an immense contribution to the JCRA in his role as Legal Advisor over the past two and a half years and I wish him every success in his new role”.

In response to his appointment, Mr Webb says, “I am fortunate to assume this role after Bill’s excellent leadership over the past three years. Through my experience as the JCRA’s Legal Advisor, I have had the privilege of working on many important issues currently facing the Bailiwick and these matters have given me frequent opportunities to interact with Jersey’s consumer groups, legal and business communities, as well as with many States members and civil servants. I look forward to continuing to serve the people of Jersey in my new role as the JCRA’s Executive Director.”
