Shadow Gambling Commission - Public Consultation

In March 2005, the States agreed in principle that a Gambling Commission should be formed for the purpose of licensing, regulation, harm reduction/social responsibility and to ensure that gambling issues do not harm the Island’s international reputation.

The shadow Gambling Commission was launched on 15th December 2006; the role of the shadow Commission is to prepare for the transition to a statutory Gambling Commission and to advise Senator Philip Ozouf, the Minister for Economic Development, and Assistant Minister, Deputy Alan MacLean on changes to the Island’s gambling laws.

The shadow Gambling Commission is seeking Islander’s views on the gambling legislation and has released three public consultation papers titled “Broadening of the Industry”, “Regulatory Principles” and “Harm Reduction”. These papers pose questions on:

- the current gambling industry;

- future legislation;

- gambling diversification;

- regulatory principles; and

- social responsibility.

The shadow Gambling Commission is looking to advise the Minister and Assistant Minister for Economic Development on the new gambling law and is therefore asking the public to comment on the consultation papers. The analysis of these comments will be used to inform the creation of the new law.
