The Economic Development Department wishes to update Jersey residents and interested parties about the Channel Islands’ Lottery (CIL), which is currently in the process of moving from its incumbent agents to a newly appointed provider in Jersey. During the transition, the Economic Development Department (EDD) is keen to make lottery participants aware of the change, and how it will affect the purchase of lottery tickets in the short term.
A robust tender process for the running of the lottery took place in July 2010 with three key aims:
- to increase efficiency
- to reduce running costs
- to enhance the fund created for the benefit of local charities and good causes
A Tender Advisory Board was formed to oversee the process, made up of a group of politicians from Jersey and Guernsey, and one independent member. Following thorough scrutiny of the tender bids, the Advisory Board chose a joint bid from Scientific Games International and Global Draw as the preferred bidder to become Agent, subject to completion of final negotiations.
The new operators propose to offer entry to the draw through both paper scratch cards and electronic entry terminals, and will support the lottery with a professional marketing programme as a means of stimulating sales, as well as offering merchandising guidance to participating retailers.
The current agents were informed of the Board’s decision in April 2011 and EDD are now in final contract negotiations with the preferred bidder. These are expected to conclude within the next quarter.
Once contracts have been finalized, the preferred bidder will move to full service delivery. The re-launched CIL will aim to:
- reinvigorate the lottery in terms of ease of playability
- increase the ease and excitement of participation
- lead to more substantial support for local charities and good causes
- enable the Christmas Draw to continue to build the prize fund until the day of the draw itself, due to the use of electronic terminals. Previously, entries were limited to the number of tickets printed
Interim ticket purchase arrangements
Whilst contracts are being finalised between now and early autumn, lottery tickets will continue to be available to purchase through normal retailer channels, as well as by visiting the Jersey Tourism Visitor Centre and the Weighing Office in Central Market.
Retailers wishing to order tickets for the ‘It’s a Corker’ and ‘Money Spider’ games will be able to do so directly from EDD rather than through agents.
