Parental support payments for families with under 5 years residence

19 December 2022

At the end of September, the States Assembly approved the Council of Ministers’ mini budget which recognised the cost-of-living pressures being felt across the Island and spearheaded several initiatives aimed at putting more money into Islanders’ pockets.

As part of that mini budget, the Assembly agreed to provide some additional financial support to parents who are living, working and looking after their children in Jersey, but who have been on the Island less than 5 years and are not covered by the Island’s means tested benefits.

The Minister for Social Security is today announcing that from January, parents with children under the age of 18, who have lived in the Island less than 5 years, will have the opportunity to apply for a one-off payment based on the number of children living with them.

Payments will be available to parents who are “registered” workers, who have been in the Island for less than five years and who had a gross household income during 2022 of no more than £36,000 for a single person or £48,000 for a couple.

Payment values will be – for one child £250, for two or more children - £500.

Although applications for payments will not open until January 3rd, the Minister is keen to raise awareness now. Anyone who would like to can contact Customer and Local Services (CLS) to provide their details so they can be reminded to apply. They, can do so by one of the following methods:

  • Email: parentalsupportpayment@gov.je
  • Phone: +44 1534 444444

During January and February, parents will be able to apply online on the gov.je website with a direct web link being confirmed in January, by phone on 01534 444444 or in person by making an appointment with CLS – support will be provided to non-English speakers.

Community stakeholders will be encouraged to make sure that awareness of these payments is shared with as many potentially eligible families as possible.

Minister for Social Security, Deputy Elaine Millar said: “The Council of Ministers’ mini-budget set out a number of bold proposals to put money back into Islanders’ pockets. I am pleased to announce that in January, I will be launching these one-off payments that will help a specific group of families with children.

"I hope these payments will help around 250-300 families that have been in the Island for less than 5 years and are not eligible for Jersey’s means tested benefits.

"As well as providing the bonus payment, my officers will also be taking this opportunity to give advice and check that these families are fully aware of all the Government services that are available to them. Advice will be available in a range of languages to help families who are nonEnglish speaking”.
