The Government of Jersey has today launched its first Play Plan, which aims to improve access
to play spaces, and address concerns about safety and the growing influence of digital
technology. It promotes outdoor play, inclusive design and community engagement.
Jersey Play Plan 2025 to 2028
Actions include:
- Play Streets and School Streets. Temporary road closures for safe play and active
travel near schools
- School Grounds Access. Opening playgrounds and fields after hours for community
use
- Youth Spaces. New St Helier youth centre and upgrades in St Clement
- Digital Play Map. Online map of parks and play spaces with accessibility info
- Playground Charter. Child-led charter to make playgrounds welcoming and inclusive
- Inclusive Play. Communication boards and quiet sessions for children with additional
needs
- Play Champions. Network across parishes and government to promote play
- Simpler Planning Rules. Faster upgrades and replacements for playground equipment
- Play at Home Resources. Toolkits for low-cost, creative play ideas for families.
The plan aims to ensure that every child has access to safe, inclusive, and high-quality play
opportunities for the period 2025–2028 and recognises play as a fundamental right under
Article 31 of the United Nations Convention on the Rights of the Child.
A youth friendly version of the plan and a video have been created, in co-production with
students from the School Council Network who have been engaged and consulted ahead of the
launch.
The plan focuses on:
- improving and maintaining play infrastructure across the Island
- supporting play at home and in education settings
- expanding community play opportunities through initiatives like Play Streets and School
Streets
- ensuring inclusive play for children with disabilities and additional needs
It was shaped by extensive consultation with children, young people, parents, and
professionals, ensuring that their voices are at the heart of the plan.
Deputy Malcolm Ferey, Assistant Minister for Children and Families, said:

learn, grow, and connect with the world around them. This Plan is about making sure every child
in Jersey, regardless of where they live or their circumstances, has the chance to play safely
and freely. By prioritising play, we are investing in happier, healthier futures for our young
people and creating stronger, more connected communities. I encourage everyone, families,
schools, and the community to join us in making Jersey a truly play-friendly Island."
