The Government has today confirmed its intention to appoint a new operator for the Havre des
Pas Bathing Pool which secures the future of the Lido and offers opportunities for new and
enhanced community involvement at this iconic site.
The Minister for Infrastructure, Connétable Andy Jehan, will today sign a Ministerial Decision
confirming the intention to appoint First Point as the new operator, following a thorough and
competitive selection process overseen by an independent panel.
This marks a significant milestone in securing the future of this treasured community asset. The
new operator has a strong track record of managing beachside and community facilities and
will take on the lease from 2026. They are committed to delivering improvements at the Lido
which will benefit the public and promote the Lido as the focal community facility at Havre des
Pas. This includes seeking to work with other community groups such as Love Our Lido.
The agreement represents a fair deal for the public, and the opportunity for fresh private
investment.
Connétable Jehan said:
“This agreement, following a thorough process, gives the Lido the fresh start that everyone has
recognised is needed. I’m grateful to all parties who participated in the Expressions of Interest
process and look forward to working constructively with First Point.”
Constable of St Helier, Simon Crowcroft, added:
“I welcome First Point’s proposals to enhance community involvement and improve the range
of activities available at Havre des Pas. This is a positive step for Islanders and especially St
Helier residents.”
The Council of Ministers supported this decision, which was made earlier in October and has
been followed by a period of extensive due diligence and the signing of Heads of Terms with
Jersey Property Holdings. The process was guided by an independent panel constituted of
Deputy Inna Gardiner, Deputy Mary Le Hegarat, and the Property Director of a local retail
company, to ensure an equitable, fair and transparent process. This decision reflects the
recommendations of the independent panel.
The new operator will work closely with the Havre des Pas Steering Group to ensure the Lido
continues to serve the community and remains fully accessible to the public.
The current occupier of the Lido did not participate directly in the selection process and has a
licence to operate until 25 December 2025. They have been given due notice of the need to
vacate the premises by this date. The new lease with First Point will commence on 1 January
2026.
In accordance with States Assembly rules, the Minister for Infrastructure is required to give a
notice period to the States Assembly of 15 working days before the lease with First Point can be
signed. In addition to this established procedure, a lease will not be signed until the debate on
Deputy David Warr’s proposition (P.94/2025) has taken place.
