An independent review into inclusion and the support and experiences for children and young
people with special educational needs and/or disabilities, SEND, has been published today.
Commissioned by the Minister for Education and Lifelong Learning and the Interim Chief Officer
of CYPES, the review assessed the strength of inclusion practices across the Island, identified
areas for improvement, and recommended actions for change.
The Government fully accepts the findings and has already begun implementing several
recommendations. The Minister has expressed full confidence in school staff and the central
education team to deliver the improvements needed to ensure better outcomes for all
children.
Conducted over six months by a team of external experts, the review involved visits to 20
schools and engagement with staff, pupils and parents, and a survey of 276 parents and
carers.
While the report highlights strong inclusive practice and pupil support in many schools, it also
identifies areas for improvement in leadership, strategy, and consistency across the system.
Recent changes in inclusion leadership, including the secondment of experienced
headteachers, are helping strengthen collaboration between schools and the central team.
Deputy Rob Ward, Minister for Education and Lifelong Learning, who will give a statement to the
States Assembly on Tuesday 21 October, about the review, said: “This review is a turning point.
It gives us a clear roadmap for improvement while recognising the strengths and dedication of
our schools. Inclusion is a shared responsibility, and we are committed to building a truly
inclusive education system for Jersey.”
