From 1 January 2026, the safety standard of motorcycle helmets that traders are allowed to
supply will improve.
This means that motorcycle helmets being sold will need to be the newest ECE Regulation
22.06 standard, an increase from the previous 22.05 standard.
The change does not affect the legality of any helmets already sold and currently being used by
motorcycle riders.
The ECE Regulation 22.06 brings in a new range of safety tests for motorcycle helmets,
including:
- Impact management
- Visor and shell integrity
- Retention systems
- Accessories
- Durability
Retailers of motorcycle helmets were consulted with earlier in 2025. The change was viewed as
a welcome update, particularly considering the manufacturing of motorcycle helmets has
advanced significantly since the previous ECE Regulation 22.05 was introduced 25 years ago, in
2000.
A Commencement Order has been signed by the Minister for Sustainable Economic
Development, updating the Consumer Safety (Motor Cycle Helmets) (Jersey) Order 2006.
Additionally, the Minister for Infrastructure has signed a Commencement Order uncoupling the
Road Traffic (Motor Cycle Helmets) (Jersey) Order 2004 from the Consumer Safety (Motor Cycle
Helmets) (Jersey) Order 2006, ensuring helmets currently being used remain legal, irrespective
of the requirements on what traders are allowed to supply.
