“I am delighted that today, the States Assembly has voted to adopt my proposed changes to the
Residential Tenancy (Jersey) Law 2011.
After a long debate, and with some thoughtful amendments made by Scrutiny and Deputy
Renouf, we have arrived at a Law that will genuinely improve the protections afforded to renters
and landlords in Jersey, while addressing the areas of concern that had been holding some
members back.
As I explained in my speech, I believe we have arrived at a package that works, and it does so
without compromising on my key areas of policy.
Renters will benefit from protection against unfair rent hikes above RPI, and they will no longer
need to feel afraid to raise a concern with their landlord, with the risk of being served notice in
revenge being closed-out by new legally defined reasons to end a tenancy.
A series of other changes mean that the roles, responsibilities and obligations of landlords and
tenants will be much clearer, which will support better and more consistent landlord-tenant
relationships in the future.
I extend my thanks to all those who have supported me on this journey to achieve much needed
reform to our rental legislation in Jersey. This includes the Scrutiny Panel for their excellent
work and consultation with Islanders, and officers for their commitment and diligence which
has helped make this momentous day possible.
I will now be turning my attention to bringing the Law to life for Islanders, as quickly as possible.
Additional legislation will be progressed to step-up the Rent Tribunal and recruit members, and
I also want to ensure high quality guidance is available to support Islanders in a seamless
transition to the new Law, in due course.
I will be continuing to work constructively with landlords, tenants and the Environment, Housing
and Infrastructure Panel as this work is progressed.”
