The first Building a Safer Community, BASC, Report 2024–2025 has been published, marking a major step forward in how Jersey coordinates community safety, safeguarding and prevention across the Island.
Launched in March 2024, BASC brings together Government, the justice system, community partners and the third sector under a single, evidence led framework focused on prevention, early intervention and long term resilience.
The report sets out progress made during its first year, including stronger governance, improved use of data, and clearer priorities for tackling harm and reducing crime. It highlights key developments such as the creation of the Domestic Abuse and Sexual Harms Partnership, the publication of the Youth Justice Roadmap, the launch of BASC Education Days in schools, and early success in reducing anti social behaviour.
The BASC Report has been written to align with and complement the Jersey Violence Against Women and Girls Annual Report. Together, the two reports show how Jersey is strengthening prevention, improving coordination, and embedding a victim centred approach to tackling crime, violence, abuse, and sexual harm.
Deputy Mary Le Hegarat, Minister for Justice and Home Affairs, said: “BASC represents a shift away from fragmented and reactive responses toward a joined up, outcomes focused approach to community safety. This first report shows real progress, while also being honest about the journey ahead.”
The report also acknowledges the challenges of progressing BASC with a small, dedicated team working within tight capacity, and sets out what is needed to take the framework into its next phase — including deeper community engagement and wider adoption across Government.
The Building a Safer Community Report 2024–2025 and the Violence Against Women and Girls Annual Report together provide a clear picture of how Jersey is working to reduce harm, protect those most at risk, and build a safer and more resilient island community.
