Online Harms – Content Removal Consultation Response

The Government of Jersey has published its response to a public consultation on proposed legislation to make it easier for Islanders to have illegal or harmful online content removed.  

The ​consultation, which ran for eight weeks from 5 January, showed strong support for giving Islanders a statutory right to request the removal of illegal content or material that breaches a platform's own rules, with over 80% in favour.  

Three quarters of responders also supported enhanced online privacy protections, including clearer rights to request the removal of distressing images shared without consent.  

In addition to the 96 formal submissions which were received, more than 100 young people contributed to the Content Removal Consultation Response​ by sharing their views through the School Council Network. 

Islanders highlighted the need for simple reporting mechanisms, timely responses from platforms, and the ability to escalate complaints to a Jersey authority.  

Deputy Moz Scott, Assistant Minister for Sustainable Economic Development with responsibility for cyber security, said: “It's important that Islanders' voices are heard as we look to shape online-safety frameworks in Jersey, and I thank everyone who engaged with this consultation. 

“We know how distressing online bullying and the publication of harmful content can be, and our ambition is to ensure that the proposals will help protect Islanders of all ages by addressing their concerns."
