The first annual update of the progress made in delivering the Future-Fit Retail Roadmap has been published.
At the end of 2025, 26 of the 33 actions included in the plan, published in December 2024, were complete or in progress (79%). When broken down into the three strategic goals set out in the Future-Fit Retail Roadmap:
- Vibrant: Sixteen of 19 actions have been delivered or are in progress to transform St Helier into a bustling retail and cultural hub. These aim to address property vacancies, enhance public spaces, and improve collaboration with arts and heritage sectors. On average, 90% of commercial units in the town centre were occupied during 2025
- Customer-first: Five of seven actions have been delivered or are in progress to prioritise residents' and visitors' needs by promoting convenience and seamless experiences. The digitalised GST refund scheme for visitors was installed in Q2 2025, and saw £4.6million of visitor spend over the year.
- Productive: Five of seven actions have been delivered or are in progress to encourage businesses to adopt automation, build a resilient supply chain and reduce reliance on imports. Twenty-seven retailers were approved for Better Business Grants, amounting in £457,353 total project spend for the retail sector throughout 2025.
Eight new actions were added to the Roadmap in 2025. One of these – updating the report to include Les Quennevais Parade and Precinct as Jersey's secondary retail hub – was completed. Five more are in progress, and two are not yet started.
Minister for Sustainable Economic Development, Deputy Kirsten Morel, said: “Jersey's high street has a great mix of independent and national retailers offering diverse retail experiences which we all enjoy. The Roadmap is being delivered through partnership by Government, parishes, other stakeholders, as well as the industry itself, and this report shows that, collectively, we are making good ground. There is, of course, still work to be done and global pressures remain but I am confident that we have a strong future for retail in Jersey.
“In 2025, investment, innovation and collaboration strengthened confidence in the Island as a retail destination. I'm confident that representatives from all sectors will continue working together, adapting to changing trends to secure a sustainable long-term future for the industry."
