The Island Plan review process explained

The review of the Island Plan formed part of the States Strategic Plan 2006 - 2011, and was a high priority for the Council of Ministers. It played a key part in supporting the delivery of the strategic plan.

Following an intensive information review period, including discussions with key stakeholders, a green paper outlining the strategic options was presented to the public for consultation in mid 2008.

Green paper consultation

The green paper consultation (2008) generated a very healthy debate from Islanders and their views directly shaped the content and direction of the draft Island Plan white paper.

White paper consultation

An initial draft Island Plan was published as a white paper on 25 September 2009. The consultation period was extended for 6 months, ending on 31 March 2010.

Over 200 people took the opportunity to comment on the draft plan, generating over 1,100 separate comments on many different aspects of the draft plan. The Planning and Environment Minister considered all of the comments and responded to them.

Intended changes to draft Island Plan

As part of the response to the consultation on the initial draft Island Plan, the Minister for Planning and Environment expressed an intention to change some parts of the draft plan.

Examination in Public (EiP)

The Minister for Planning and Environment appointed independent inspectors to review:

  • the initial draft Island Plan
  • the representations against it
  • to consider any amendments that the Minister might be minded to make to the initial draft plan

This was undertaken through a process called an Examination in Public (EiP).

The inspectors appointed to undertake this task were:

  • Mr Chris Shepley
  • Mr Alan Langton

They were assisted in this process by Mrs Helen Wilson, the programme officer, an impartial officer of the examination who workied under the direction of the inspectors.

The terms of reference for the inspectors were essentially provided by the Planning and Building (Island Plan) (Jersey) Order 2009.

The inspectors then produced a report to the Minister following completion of the Examination in Public.

Revised draft Island Plan

The Minister for Planning and Environment then carefully considered all of the matters raised during the various stages of consultation and scrutiny of the initial draft Island Plan, including the inspectors’ report. He then lodged a revised draft Island Plan in the States and also published a schedule of amendments, setting out the changes that had been made. States members had an opportunity to review the revised draft plan and lodge their own amendments to it.

Amendments schedule

The schedule below sets out the changes that were made to the initial draft Island Plan, and the justification for them, resulting in the publication and lodging of the revised draft Island Plan. It was prepared with regard to:

  • the representations made relative to the initial draft Island Plan
  • the Minister's expressed intention to amend the initial draft Island Plan
  • the inspectors' report
  • other material considerations that arose
