Outline planning applications and reserved matters (planning practice note)

​​Outline planning applications

Applications for outline planning permission seek to establish whether the scale and nature of a proposed development would be acceptable before a fully detailed proposal is put forward and any substantial costs are incurred.

Reserved matters applications

If your outline planning application is approved, all the information that was not included will need to be submitted and approved through a reserved matters application before any works can start.


The process for outline planning permission involves two stages and the fee is divided into two parts:
  • the outline application requires 50% of the fee that would have been payable if the application was applied for in detail
  • the reserved matters application requires 50% of the fee that would have been payable if the outline permission previously granted had been a detailed application
  • In the case where works are not charges at outline stage because the matters were reserved, the full fee will be charged for those works at the revised matters stage
