Strategic Environmental Assessment (SEA)
Strategic Environmental Assessment (SEA) is a systematic process for assessing and evaluating the significant environmental effects of a proposed plan or programme. SEA examines alternatives as it develops so that environmental considerations are fully and appropriately addressed at an early stage of decision-making process.
SEA is more strategic and less detailed than the more established Environmental Impact Assessment (EIA) procedure which only applies to specific development projects as opposed to plans or programmes.
Examples of where SEA has been used are the 2011 Island Plan process and the North of Town Masterplanning exercise.
