How qualifications are regulated in Jersey
Jersey does not have an official
organisation that approves or validates qualifications, unlike some larger jurisdictions.
However, the
Education (Jersey) Law (1999) requires the Minister for Education and Lifelong Learning to review the quality of education and standards achieved.
The Minister monitors the quality of education providers through arrangements such as the
Jersey School Review Framework (JSRF). These focus on:
- the quality of education
-
learners' experiences
They don’t regulate or approve qualifications.
Many qualifications taken in Jersey are awarded by organisations based outside of Jersey. These qualifications are regulated and quality assured in the country where the awarding organisation is based.
An example of this is for GCSEs and A levels. They are typically quality assured by independent regulators such as
Ofqual on GOV.UK. This means that their standards are confirmed through established external systems.
Jersey does not have its own qualifications regulator. We rely on recognised systems outside of Jersey, where appropriate.
How to check if a qualification is regulated
If you are studying, or planning to study, a qualification with a Jersey-based provider, you should:
- check who awards the qualification
- ask the provider to confirm the awarding
organisation
Qualifications awarded by a recognised external organisation
Schools, colleges and training providers may teach and support learners to achieve these qualifications.
Some providers are approved to deliver assessments or exams on behalf of the awarding organisation.
These providers are known as approved centres.
The qualification is awarded by the awarding organisation or university, not by the:
- school
- college
- training provider
You can check how the qualification is awarded:
- on the awarding organisation’s website
- by contacting them directly
Qualifications awarded directly by a Jersey provider
Qualifications that are awarded locally are not covered by a Jersey based regulatory framework. You should:
- ask the provider if the qualification is validated or accredited by an external
organisation
- check what quality assurance arrangements are in place
If the qualification is validated or accredited by an external
organisation, you should check this with them directly.
