Sanctions notice Russia 09 June 2026

​​Introduction 

1. On 09 June 2026 the Foreign, Commonwealth and Development Office ('FCDO') updated the UK Sanctions List to reflect changes to those persons designated under the Russia (Sanctions) (EU Exit) Regulations 2019 (the 'UK Regulations'). A link to the UK Sanctions List can be found below.

2. Any changes to designations made under the UK Regulations are effective immediately in Jersey by virtue of the ambulatory provisions of the Sanctions and Asset Freezing (Jersey) Law 2019 ('SAFL') and the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021.

3. 5 entries to the UK Sanctions List have been varied.

4. The following individuals and entities remain subject to sanctions, including an asset freeze under Part 3 of SAFL:

•  Ahmed KERIMOV (UK Sanctions List Unique ID:RUS2529) 

• Talat SAFAROV (UK Sanctions List Unique ID: RUS2531)

• Anar MADATLI (UK Sanctions List Unique ID: RUS2​532)

• 2RIVERS PTE LTD (UK Sanctions List Unique ID: RUS2380) 

• 2RIVERS DMCC (UK Sanctions List Unique ID: RUS2381) 

 What you must do  

5. You must:  

• immediately check whether you maintain any accounts or hold any funds or economic resources for the persons set out above

• freeze such accounts, and other funds or economic resources without prior notice and without delay

• refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Minister for External Relations (the 'Minister')

• report any findings to the Minister, together with any additional information that would facilitate compliance with SAFL using the sanctions compliance reporting form below

• provide any information concerning the frozen assets of designated persons that the Minister may request. Information reported to the Minister may be passed on to other regulatory authorities or law enforcement

6. Where a relevant institution has already reported details of accounts, other funds or economic resources held frozen for designated persons, they are not required to report these details again as a result of this notice.

7. Failure to comply with sanctions legislation or to seek to circumvent its provisions is a criminal offence.
