About the consultation

The northern area masterplan’ focuses on the wider area of north St Helier but the story started with local aspirations for a new town park almost 14 years ago, growing to become a public cause célèbre.

Support, both political and public, reached a climax with the presentation in December 1997 of a petition with 16,500 signatures. The park was to be a Millennium Town Park for St Helier and the Island of Jersey.

The States had debated and approved the principle of the Town Park by 1998. The incorporation of parking below ground was integral to the proposal, however the emerging costs for remediation and construction of an underground car park remained the stumbling block.

At this point, the north of St Helier masterplan was commissioned. The area under consideration has been enlarged substantially by the Minister for Planning and Environment, to include areas within and along the ring road. In fact, consideration of the whole of St Helier has been necessary for the development of this masterplan. An overall integrated strategy is required.

The masterplan stands back and looks afresh at all the physical constraints, existing fabric, existing infrastructure and the sometimes competing aims of the various stakeholders, both local groups and individuals. In choosing Hopkins, an internationally renowned architect to lead the masterplanning team, the States have recognised that a fresh and radical look is required to ensure that all opportunities are taken advantage of fully.
