Some info has come up on a Freedom of Information request which I’d like to understand better. We’ve been sent the following response:

"As part of the Chief Executives performance review and appraisal (PRA), an external person is employed twice a year to work with the Chief Minister and Chief Executive (CEO). This person is a qualified coach and any time remaining following the PRA is used to provide coaching opportunities to Members of the Corporate Management Board (CMB) subject to their availability on the specific day. Two Chief Officers have made use of this facility. One other Chief Officer receives coaching from an external coach.

The hourly rate (inclusive of travel) for the coach employed for the CEO and CMB is £273 per hour. The rate for the other Chief Officer is £225 per hour. 

In addition, one non-ministerial Chief Officer has received a one-off coaching session on a specific topic at a cost of £500 for a three hour session." 

We need some context to understand it better in order to decide on next steps (if any), so please can I ask what the £273 per hour training was for, what portion of that was travel costs, when the training took place, who the trainer was, and what the total spent was?

Response

The £273 per hour is not for training but is for a coach who is employed to work with the Chief Minister and Chief Executive as part of the Chief Executives performance review and appraisal. The review takes place twice a year (Q1: January to March and Q3: July to September).

In order to maximise the time the coach is in Jersey, any time remaining is used to provide coaching opportunities to members of the Corporate Management Board.  

The total cost for each of the two days is £4,366.00. This allows for one day in Jersey to undertake the PRA and any additional coaching for CMB Members and also one day for preparation and write-up following the visit. The proportion of travel cost is £200.  

Due to commercial sensitivity, we are unable to provide the name of the supplier. We are therefore applying Article 33 Commercial interests to this element of the question.

Article 33 of the Freedom of Information (Jersey) Law 2011 - Commercial interests

Information is qualified exempt information if –

(a) it constitutes a trade secret; or

(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).
